Yesterday, Governor Doug Ducey signed into law CAP-supported SB 1069 Postsecondary Institutions; Free Expression Policies. The bill clarifies that a state university or community college shall not restrict a student’s right to speak, unless the restrictions are constitutionally permissible.
Sponsored by Sen. Paul Boyer, this new law fixes language from last year’s CAP-supported Campus Free Speech bill, HB 2563, making clear that the purpose of A.R.S. §15-1864 is to protect student speech, not restrict it.
I thank Governor Ducey, Sen. Boyer, and the legislature for protecting free speech in Arizona’s institutions of higher education.
